I would like for the description and details included in a pending change order to be carried forward into change order requests, subcontract change orders, and owner change orders if its the starting point for all of those items.

We are on 2020 R2.11 and this is not fixed. I just followed the instructions for method #2 here: https://cdnedge.viewpointcs.com/help/Production/vista/2020_R2/Content/Viewpoint/PM/Overview/Change%20Management/scenario-nonbillable_impactvendor.htm (Attached is a .docx with step by step walkthrough) And on Step 23 you can see that it is pulling the Contract Item description and not pulling the PCO Line Item Description. (See attached PM PCO Items Create SubCOs.png)
The closest that exists is either using Phase description or if that is unchecked then it defaults to Contract Item description (See https://support.viewpoint.com/s/knowledgedetail?c__urlname=160426191915931) At the end of the article it states that defaulting/copying the PCO Line Item descriptions to SCO line items is not possible. It is hard to tell which is more recent since the support articles do not have "Updated on" dates, but this directly contradicts Matthew Harris' comment dated 16 Dec 2016 on this feature request.

We'd most like the Estimate/Subcontract notes on each PCO Item to get added into the Subcontract Change Order line notes instead of them all going into the header.
Feature exists - but needs improvement in its implementation. This will be fixed in 6.14
