PM Purchase Order Copy Feature

We created our Purchase Orders in PM.  There is copy PM PO Copy feature in PM.  There is one in the Purchase Order Entry, however, this will NOT synchronize to PM properly (PM Phases > Material Costs don't show the interfaced PO costs etc).  Why is there no copy for PM POs?
