Add enhancement to filter out the hard closed jobs in the SL Compliance Module

Currently you can filter by All Subcontracts or Open Subcontracts, Add a toggle for filtering out Open, Hard Closed Jobs as well.  There is not need to see subcontracts listed for a closed/complete job.
