We already use bill groups to do this and organize the billing format. This however causes issues when we wish to do a miscellaneous bill for this contract. WE cannot bill multiple bill groups allowing the formatting we have put in place to be used once additional bill groups are in place unless we keep changing the Contact item from None to Progress and back.

You could just allow us to bill multiple bill groups, a simple solution in the interim.

However,I believe creating  separate functionality to build levels of headings to create the complex Billings we require on some jobs would better serve this purpose. For example owners who want separate sections for each building but then also want a summary.
