Separate USE & Sales TAX options on Cost Types

We do not ever pay USE tax to our state (Texas) if the purchase is included in a work order to a customer, whether it is billable or not. The defaulting of USE tax to a line item just because it is non-billable (either the line or the entire work order) causes us a TREMENDOUS amount of visual review and updating of records.
