Not to Exceed Field on Time and Material BIllable Work Order Should Prevent Invoice from Exceeding that Amount

Currently, the Not to Exceed Field on the SM Work Order is just informational.  We would like, that if this field is populated, it would function as the Invoice ceiling amount.  Where if the T&M came in less it would bill as T&M, and if it came in higher than this amount, the Not to Exceed amount would be used as the Max Price of the Invoice.
