Restrict who open, close, and reoped Work Orders

I would like the ability to control which users close and reopen work orders.  Because we track WIP in SM and it's important for closed WO's to stay closed so WIP reported stays in the correct period. We need the ability to have this controlled by one or two people at most.

  Great suggestion @Tingting Lui!!

  but also...VA Form Security allows a Viewpoint Administrator to assign or deny permissions to the SM Work Order Close AND the SM Work Order Reopen form. This is standard functionality that has always existed :)

  a little history tab would work just like PM Pending change orders, it shows who and when the status changed
