We are falling under issue 69899 where the billable email defaults to the AR email instead of the site billing email.

When we have a site with a different billing email than the contact email in AR even though the box is checked for the billing email to be used it defaults to the AR email for service maintenance invoices.  Invoices of any kind should always go to the billing email.
