Deactivate HQ Tax Codes Merged

Allow users to deactivate old HQ tax codes.  Whenever there is a local sales/use tax rate change, we have to add new HQ tax codes, but are unable to deactivate the old codes.  The list of tax codes keeps growing and AP personnel often choose an old code instead of the current code.
