Add Check Box to use Rate Setup in Craft/Class Template Only

Description of Problem
Customers have a need on certain jobs to pay a lower rate or the rate that is setup in the craft class template. They do not want the system to compare the rate to the rate in PR Employee and use the higher of the two rates. We need a check box in the craft class template to always use this rate.

Workaround
 The can override the rate in time card entry or remove the rate from the PR Employee. The customer does not want to do either and has asked for a high priority. I have suggested they ask for a custom quote from professional services.
