Add SM Dept to the view brvPRDeptCostExpMonth

We use this view to track hours by Expense Month, and currently all Mobile Work Orders and all SM Departments get hard coded to PR1.  We would like to see the SM Department treated the same as the JC Department for reporting purposes.
