Allow Release of Retainage on an Invoice from a closed Period.

We often times only bill the customer once and deduct the retainage on that invoice. It may be several months before the retainage, or even the regular invoice, is paid. The need to enter in a $0 invoice in the current period is a waste of time and adds more clutter and confusion to the Job invoicing.
