AP Reference validation should not be case-specific

When entering AP invoices, accountants sometimes use lower-case characters in the AP Reference.  The "Prevent Duplicate AP Reference" flag will not prevent a duplicate reference if the invoice is entered one time with upper-case letters and a second time with lower-case.  This means that it will, essentially, allow duplicate references.
