Add the ability to have Phase Codes in the T&M Template Setup to have Rates applied to them

If we could apply rates to phase codes this would help with rates specific phase codes for projects.  We have several Labor Categories that hit several phase and if the Labor Category has a rate associated with it, that rate hits  every phase code.  By having the code with a specific rate, it can be isolated to that phase.
