In the previous version, the AP Reference and the Description were in a position where there was no obstruction on the Info tab. Now it is moved to the top and there is a button in the way. It is frustrating because I cannot see the complete description when it is entered.

I agree with Brent - 'Move Custom Buttons' can be found under the Tools menu - have someone with Vista Form Admin permission relocate it on your header tab to uncover your AP Ref and Description fields.
Users can't move standard form fields, but you CAN move that button. Tools > Move Custom Buttons...
You have to be a "Form Administrator" in VA User Profile to do it.
