allow PR local codes to be added on the phase level in Job Cost

We are in road construction.  Many of our projects cross city and township boundaries.  Each of these has their own local taxes that need to be collected and paid on the time spent working in each locality.  Currently, we have to sort the time card by job and phase and manually change the local code on the selected phases.  it would save much time if this could pull the local code from the job.
