Allow edit of HQ Reviewer Group, even if it has open invoices assigned

Our AP Manager is requesting the ability to delete users out of HQ Reviewer Groups, even if there are invoices assigned to that group.  Currently, in order to change a group, there must not be any unapproved invoices assigned to that group, which is causing the AP department to assign an invoice to a different group, make the change in the correct one, and assign the invoice back to the correct group.  This change would eliminate many steps and save a fair amount of time.
