in deduction/liabilities, we should be able to limit by hours, not just dollar value. two of the union contracts requre we only pay so many hours of benefits.

  So all I need to do is put 2080 (ex) in the subject amount? That will not calculate as dollars?

  You can already do this, by selecting Limit as Subject Amount the putting in an amount of hours in the field.
