Be able to automatic allocate overhead burden per employee using the JC Liability template

Currently, We can add an overhead burden rate per job using the JC liability template for my OB cost type. We need be able to allocated per employee

  If you used Craft/Class Templates for all employees, you could add a burden to the Dedn/Liab tab.  it could be different per Class.
