Allow transactions to exceed purchase order limits by a defined margin.

If an invoice exceeds a purchase order limit due to rounding, it causes an issue.  While exceeding a PO is not desired, having the ability to set an acceptable limit would be extremely useful and eliminate the need to make adjustments for pennies.

  We would like to be able to define by quantity or percentage how many we allow in excess of the PO.
