form opens off screen on one monitor computer when user normally opens on computer with multiple monitors

User normally works on a multi-monitor computer and often moves windows off the main screen.  When he logs into a computer with only one monitor, that form is off to the side of the monitor somewhere.  Launcher should verify that it is positioning the form/window on the actual monitor.

  This is still an issue in October 2020 if a user has the attachment lister open.
