Create Agreements linked to job service sites

We have mechanical projects that when finished have planned maintenance performed as part of the defects liability period (1 year after practical completion).  It would be good to be able to automatically create the work orders as part of the Generate PM Work Orders process and charge the project during the Bill Agreements function.
