Error Message - Error deleting the record on PM Contract Items

When deleting an item that existings on a bill in PM Contract Items. A generic error of "Error deleting the record" rather than telling the user why.

Need to turn on logging to view issue,

  We have noticed that when using VRL, the detailed error message is not included in the error prompt. We have another suggestion for this https://vistaerp.ideas.aha.io/ideas/VSTA-I-2807
