Add Active/Inactive box to Equipment Cost Codes

We have several hundred Equipment Cost Codes that we no longer use, but we can't delete since they've been used before. It would be cool to mark them INACTIVE so they no longer show up in an F4 search.

  Put a ud field on the cost code table and make a ud view as the primary view, which eliminates the unwanted cost codes.
