Add tab in AP Vendor Master for Vendor Licensing in different states

We constantly have to track what subs are licensed in different states. It would be convenient and easy to have this so we can easily view if a sub is licensed. It would also be useful to have the ability to run a report to see the subs licensed and in which states.
