Can a new window, or message box open in the same window that the cursor is currently in?

When you open a window, or a dialog box opens, the system tends to open it in random locations and sometimes behind other windows making it very difficult to find. It would be nice if these windows or dialog boxes open in the same window the cursor is located and in front of the other windows that are already currently open.
