SM Work Order - If Bill To Customer is different than Customer/Site on work order, invoice delivery should look to the deliver to Customer for handling defaults

Currently if the Bill To Customer is different than the Customer and Site on an SM Work Order, the system still tries to deliver the invoice based on the customer/site settings on the work order. It should look to the Bill To for the Print or Email delivery settings for invoices.
