Warning if putting a phase to the wrong contract item in a pending change order

Can a warning be generated if you put a phase to the improper contract item in a pending change order? This seems to be one of the biggest mistakes and frustrations with the pending change order module, and creates the most un-interfacing and fixes to correct the balance between contract and estimate.
