Block Service Pack Install if Application Server install has not completed

This would prevent a system down scenario. Currently, we can install service packs for newer major versions; e.g. 22.2.2 on 21.1

This causes a system down and the fix is to uninstall service pack, revert version in the database, run application server installer, and reinstall service pack.

This can be prevented if the service pack install would check the version of remoteservice.exe and error if that version is not compatible.
