Do not replace previously attached remittance in AP Payment Batch

When running multiple EFT downloads (with different payment effective dates) from a single payment batch, subsequent downloads re-attach remittances to sequence items that already have an EFT Ref ID. When the remittance is re-attached, it is given the payment effective date of whatever the newest EFT download was. This creates confusion when saving those pdf's.
