In PM Import Estimate to PCO add Vendor and subcontract like when entering estimate/Purchase details in PCO manual entry.

When using PM Import Estimate to create the budget for a PCO and Subcontract detail exists the Vendor and related detail should be created in the PCO. Currently the import to PCO does not include the vendor entered in PM Import Estimate subcontract tab. This requires the field/estimator to re-enter the vendor details, subcontract and new subcontract line assignment manually in each PCO line.
