When PM Interface loads, all the items within automatically display and start as "selected".  Despite the fact that there is a "deselect all" button, our users are forgetting to deselect and then reselect the one item that needs to be interfaced.  In fact, 99% of the time you would never want to interface all items because you probably only have one item that has been executed by an owner or a subcontractor. 

Without debating whether it should be loaded as all selected or all deselected (I am not proposing this change to all customers because some people undoubtedly like it this way), why not give the the company admin a way to hit F3 to set a system-wide default, or make a company parameter to define how this loads?  That way each company can change to fit there needs.  

Of course, this is not F3'able right now because the form has special properties.  So, a company-parameter seems a more likely solution.
