Allow Batches with status of 4 (processing ) to be visible when going into batch process form

We've had glitches that have locked batches in status 4 - processing. Unless you go looking for the batch in batch processing, you are not aware that batch has not posted until you try to close the month.

  Also allow status 1,2 & 3 batches to be visible and to be reopened in the batch selection form.
