Allowing users to do something like File->Clear Batch from forms would eliminate a step for users looking to clear out a batch. I think right now we have to either delete the data in the open batch or go to File->Process Batch, bring that window up and then do File-> Clear Batch. This would apply to many forms.

Ok, so perhaps put one called ERASE BATCH (with a RED X by it) in the file menu, and prompt the user with a "Are you completely sure? This action can not be un-done!" message. I get about 2 - 4 complaints per month from people who accidentally processed a batch they were trying to clear.
Leaving the "Clear Batch" option in "Process Batch" window is the same logic as Microsoft had with the "You want to shut down your computer? First push the START button..."
The more logical workflows are, the less mistakes people make. (needs citation)
I would vote against this, I do not want to make it easy to clear batches, I think it would result in the wrong batches being cleared.
