AP Hold Detail Report does not show invoies on Hold at the Vendor level, only show those on hold at the line level

We use Vendor level holds for vendor insurance expirations.  We would like to be able to run the APO Hold Detail report and see the invoices on hold at the vendor level as currently they do not show on the report, only line level holds show so we have no way of reporting on what invoices are on hold at the vendor level.
