We at Viewpoint sincerely thank you for your contribution to Suggestion Box on how we can improve Viewpoint products. While we can’t do everything at once, we rely upon your feedback to help guide the prioritization of our product improvements, and Suggestion Box is a critical tool for us to understand and prioritize our customers’ needs.
Viewpoint reviews Suggestion Box regularly for all of our products and updates statuses, adds comments, and performs various house-keeping (including deleting) as needed to ensure that Suggestion Box is maintained as a productive environment for product enhancements requests.

Just clearing the file would be fine. We are a very small company, so unlocking it to allow anyone with access to Payment Workfile to access another user’s workfile wouldn’t be a problem for us, but I can see how that might not work well for larger companies.
Is there a report you can run to show which transactions are in a workfile so that if you had to clear it you would know which transactions were there?

Understood - simply clearing the workfile and unlocking those transactions so they can be pulled into another workfile is the simplest approach, but allowing another user to become the owner of an existing workfile is also doable - just requires a bit more Dev and QA.
Should all users with access to AP Payment Workfile be given permission to use this feature, or should it be limited/restricted to an admin? If so, how should they be designated?
Ideally we could open the workfile and use it or clear it.

Either method would work. The user story is they want a way to pull transactions into a work file that already exists in another workfile that is controlled by another user. One situation is the work file owner is gone for the day or out for the day and no one can get to their workfile to make payments or clear the workfile.
Do you want to simply clear the file or allow another user to take control and create a payment batch from the entries already in that workfile?
