Once checks are printed, don't allow the batch to be cleared. This creates a HUGE security/fraud issue in Vista in that it allows users to clear an AP Payment Batch after checks have been printed but before it's posted to the GL or vendor. This easily allows for fraud since someone could simply print a check and there would be absolutely no sign of it in the system.
