It is hard to initialize purchase orders from popular vendors because all open PO's are not visible in the pop up screen. There is a large blue area surrounding that is not needed.

I expect this will only require a simple UI change, if you can provide us with a few details. Which Vista form (name please) and what steps do you take to get to this point in the PO init process? Are there other places in the software where this occurs? Please be specific.
