PA Vendor 1099-MIsc withholding on PA-source non-employee compensation tax (PA 2017-01)

This is a new tax withholding requirement for the state of PA.  This is to be reported on the vendor's EOY 1099 Misc box.  At a minimum this functionality would need to alert AP entry person that the vendor is subject to the new tax withholding and the entry person would make the decision.  Optimally the program with make the decision based on "Job" line or "Expense" line where a "Job" type transaction would only incur the liability if the job was located in PA, or "Expense" if the GL code related to an office location in PA.  This would deduct the tax percent from the vendor invoice and add it to the PA Dept of Revenue vendor number.
