Earn Codes that are no longer applicable need to me inactivated so that employees do not "accidentally" choose them.

I agree with Seth that you could use a custom lookup. I've posted an example custom lookup at https://www.linkedin.com/groups/146729/146729-6431358968605614083. Let me know if you can't access it or need invited to the group. The example filters the earn codes so that hourly employees only see hourly earn codes not salary earn codes and vice versa. I also agree that all setup fields should be able to be set to inactive.
Look into custom lookups - depending on how time is entered, a custom lookup might help.
With that being said, I would much rather prefer to have an "Active Y/N" checkbox for a LOT of things like this, we have some items that remain from our go-live that we can't turn off and occasionally have problems with because our process has evolved but our list of options has not grown or changed with us.
