A couple times a month, we have activities which require a lot of users to log on at the same time. During these times, we'll hit our user cap, but it's not often enough to require more seats. However, as the Admin, not being able to log on is a problem, especially if I'm working remote and I can't just bother someone to log off. There should be a way to take 1 or 2 seats, and create a short list of people to log on, such as the Admin or IT team. If there is an open seat, you can use any seat, but if they're all full, then at least the administrator can log into Vista.
