Add the ability to have PR Employee Leave Codes Status be either Active or Inactive (similar to in EM Equipment)

This would allow us to change an employees leave code without loosing any history.  For example, if a 1-4 year employee has a leave code of 6 (2 vacation weeks per year) becomes eligible as a 5 year employee, leave code 7 (3 vacation weeks per year), we don't want to delete leave code 6 from their record, we just want to inactivate it when we add leave code 7 so they only get 3 weeks not 5 weeks (2+3) of vacation time.
