Allow the ability to make a custom field Read Only

There are cases where additional data is required for information purposes only and at the moment custom (user defined) fields cannot be Read Only

  It is important to note the fields do have this flag behind the scenes, we just can't set it via the gui. I have overridden the flag manually to do what I need, but we should not have to do this. This would be a very simple fix.
