If we have already entered contacts/firms into the distribution tab for any document type (PCO, SCO, RFI etc) this pop up window keeps prompting to enter a new contact. If we're just looking at the distributions, we constantly have to keep closing this window.

Viewpoint reviews Suggestion Box regularly for all of our products and updates statuses, adds comments, and performs various house-keeping (including deleting) as needed to ensure that Suggestion Box is maintained as a productive environment for product enhancements requests.

This is already an option. You can un-check the box to 'Always Show Form'.
