Please make Distribution Tab screen consistent throughout PM Module

In PM Purchase Order when you pick your 2nd contact as you are leaving the field the Send Type switches from "To" over to "Cc".

In PM Purchase Order Change Order, the Send Type stays at "To" (it never switches to "Cc"). Our Project Managers write a lot more Purchase Orders than PO Change Orders and they expect consistency throughout the module.
