Lock down W-2 Process for prior years

It would be helpful to add a checkbox on the grid of the PR W-2 Process in order to "lock down" prior years.  This would eliminate someone from accidentally initializing prior year W-2's.  They would have to uncheck the "locked down" checkbox prior to re-initializing that year.

  At my old job, we didn't allow payroll specialist access to the W2s at all for this reason.  As such, the home office was responsible for distributing W2s when employees would loose them.  It would have been nice if the payroll specialist could have handled this themselves, but we were always afraid they would accidentally initialize instead of printing someones W2, so we didn't allow them access.  I really like the idea of a lock
