Prevent changing the radio buttons in Claims once they have been sent to AP

When a Subcontract Claim has been certified and sent to AP as approved.  Can we have the Pending Radio Button greyed out.  We have found that when invoices are approved and even paid, people are moving the buttons to pending and we are not getting an accurate list of pending claims.
