As the template is set up right now, you can only import one month at a time. It would be extremely helpful if a budget template could be imported that had as separate row for each account and separate column for each month of the year.

While we can’t do everything at once, we rely upon your feedback to help guide the prioritization of our product improvements, and Suggestion Box is a critical tool for us to understand and prioritize our customers’ needs.
Viewpoint reviews Suggestion Box regularly for all of our products and updates statuses, adds comments, and performs various house-keeping (including deleting) as needed to ensure that Suggestion Box is maintained as a productive environment for product enhancements requests.
This would be nice but is unlikely to happen because they would really need an entirely new import process for it. What I used to do for these budget imports is set the template to pick up the amount from the January column (lets say that's column 4) and prompt for the month.
Run your import for January, then change the amount to column 5 and run Feb, then change to 6 and run March, etc. Should take 12 passes to get it all in. Not elegant, but it should only take a couple minutes.
