PR Employee Leave - Make Leave Code Inactive rather than dating effective date to year 2029

As employees move to different leave codes (we want separate leave codes rather than doing overrides all the time), once a leave code becomes inactive, we want the ability to check a box rather than have to date it to the year 2029.
