It's too straining on the eyes. When I click on the color wheel I get the message that "You have not been granted access to the form Color Themes, contact your Vista administrator if this is in error."

Colors are certainly a personal preference Vista allows a high degree of customization. Your security admin will need to grant you permission to run the Color Themes form as they would for any other Vista form.
